Electronic Smoking Device Retailer Registration Unit

The Electronic Smoking Device Retailer Registration Unit (Unit) was formed by Attorney General Russell Suzuki after the enactment of Act 206, Session Laws of Hawaii, 2018, signed into law by Governor David Ige on July 10, 2018.

Amongst other things, Act 206 requires any entity engaged in the retail sale of electronic smoking devices to register with the Unit, provide identifying information and allow for inspections. The legislature found this registration necessary to protect the health, safety or welfare of consumers of electronic smoking devices. 

Temporary registration will soon be available via this website. 

NOTE:  This requirement is separate and apart from the current requirement that retailers engaged in the retail sale of cigarettes and certain other tobacco products obtain retail tobacco permits from the Department of Taxation, pursuant to Hawaii Revised Statutes (HRS) § 245-2.5.  Retailers selling both tobacco products and electronic smoking devices will need to register separately for each.
