There are three documents you can use to determine if a cost was accounted for in ‘the budget most recently approved as of March 27,2020’:

Memorandum to Governor David Y. Ige, Request to Transfer Position Ceilings and Funds Pursuant to Section 44 of Act 5, SLH 2019, dated June 10th, 2019 (approved by Governor on June 19, 2019). A PDF copy of this memorandum is here.

Department “BJ Tables” for fiscal years 2019-2020 and 2020-2021. Department fiscal offices should have the relevant BJ Tables, which provide the budget details of Act 5, SLH 2019, including transfers approved by the Governor on June 19, 2019 pursuant to Section 44 of Act 5, SLH 2019.
