Receiving Payments through U.S. Bank ReliaCard®
Hawaii Child Support Enforcement Agency (CSEA) has partnered with U.S. Bank to provide child support payments electronically through the U.S. Bank ReliaCard®. Section 576D-10(c) of the Hawaii Revised Statues requires that payments be made electronically to your bank account. There are two options available: direct deposit and the U.S. Bank ReliaCard®.
CSEA issued two notices to custodial parents receiving payments through paper checks in August and September of 2009. These notices were intended to promote direct deposit prior to November 4, 2009, the implementation date of the debit card program. After such date and through March 31, 2019, if no bank account is set up for direct deposit, custodial parents were automatically set up with the U.S. Bank ReliaCard®.
To comply with the Consumer Financial Protection Bureau’s Prepaid Account Rule effective April 1, 2019 , CSEA will be providing pre-acquisition disclosures for the U. S. Bank ReliaCard®. The disclosures will be mailed with checks and if the custodial parent cashes the check and does not sign up for direct deposit a U.S. Bank ReliaCard® will be issued. The custodial parent can also contact CSEA to request for a U.S. Bank ReliaCard® and after acknowledging receipt of the disclosures a U.S. Bank ReliaCard® will be issued.

Effective January 18, 2024, U.S. Bank ReliaCard® accounts will be credited on the third business day from the date of issue. Prior to this date, U.S. Bank ReliaCard® accounts were credited on the second business day from the date of issue.
