TERM

DEFINITION

 

ACID

 

A term for User-ID used in the City and County of Honolulu’s Mainframe Security System.  Other computer security systems use other terms.

 

AGENCY

 

Participating JJIS agency as defined by §846D-3 Hawaii Revised Statutes.

AGENCY TYPE A general classification of participating JJIS agencies:
Department of Attorney General
Police Department
Prosecuting Attorney
Family Court
Youth Correctional Facility

 

ALIAS

 

An assumed or additional name.  Typically this name is not a variation or shortening of a juvenile’s legal name.

ARREST

 

This term has been replaced by three types of Police Contact:
CUSTODY ARREST
NON-CUSTODY ARREST
POLICE REFERRAL

CHARGE

 

The accusation of a law violation, status offense, or order of the court by a petition filed by the court.

 

COMPLIANCE

 

A term describing whether a juvenile has satisfactorily attended a program or met the conditions imposed by one of the JJIS agencies.  Failure to satisfactorily attend or meet the conditions is termed non-compliance.

 

COUNT

 

A number used to uniquely identify an allegation of a distinct offense on a petition.

 

CUSTODY ARREST

 

To deprive a person of his liberty by legal authority. Taking under real or assumed authority, custody of another for the purpose of holding or detaining him in answer to a law violation, status offense, or by order of the court.

 

DATE REMOVE

 

On the JJIS Note screen, this represents the date that the note will be removed from the JJIS.  If no End Date is entered, an end-date of 6-months is generated and the note will automatically be removed from the screen on that date.

 

DISPOSITION

 

The Current agency status of an offense.

 

FACTS

 

The computer based case management system of the County of Hawaii Prosecuting Attorney. The name stands for File Access Case Tracking System.

 

JUSTIS

 

One of the Family Court’s Juvenile computer systems.  The name stands for the JUvenile STatewide Information System.

 

KEY POLICE REPORT NUMBER

 

Primary investigative police report that contains information for related reports (AKA Master Police Report).

 

LAW VIOLATION

 

Any offense excluding Status Offenses.  These include State and County ordinances.

 

LEGAL NAME

 

When a juvenile’s name has been verified and entered into the Family Court’s JUSTIS system by the Family Court it is considered a juvenile’s Legal Name in the JJIS.

LETTER OF APPREHENSION A letter from the Family Court instructing a Police Department to detain a juvenile or place the juvenile in a detainment facility upon apprehension.  There are two types of Letters of Apprehension.   A “one-time use” may only used for the first apprehension and then is no longer valid.  The second type is valid for a specific period of time (typically 6-months).  Detention of the juvenile is usually intended to facilitate an immediate hearing (ASAP) with the Court and Prosecutor in attendance.

 

MANDATORY NOTIFICATION

 

A flag indicating that an offense requires the victim be notified upon release of a juvenile offender.  A request by a victim can result in the setting of this flag.

NON-CUSTODY ARREST

 

The completion of a Juvenile Information (or Arrest) Report by a law enforcement agency, to have a person answer to a law violation, status offense or order of the court, without assuming physical custody.

 

OFFENSE

 

Any violation of the law.

OFFENSE MODIFIER

 

An adjective-like code that modifies the meaning of an offense.  The current valid codes are:
AA = Criminal Attempt to Aid
AC = Accomplice
AT = Attempt to Commit
CC = Conspiracy to Commit
CS = Criminal Solicitation

 

OFFENSE TYPE

 

An identifying code that indicates the type of agency and sequence for offense codes that are stored in the JJIS.  These codes are: Police Initial, Police Final, Prosecutor, Prosecutor Add-On, Family Court.

 

OFFENDER

 

Any juvenile having an Offense record in the JJIS is considered an Offender in the JJIS.

 

PHYSICAL DISPOSITION

 

The actual description of what physically was done with a juvenile.  Typically this will show released to a parent, but certain circumstances may actually show indications that a juvenile was taken to detention or released into the care of a hospital.

 

POLICE REFERRAL

 

The completion of a report by a law enforcement agency, to have a person answer to a law violation, status offense or order of the court, without assuming physical custody.

 

PROGRAM END DATE

 

The actual attendance date of a juvenile in a program or if the attendance is over a period, the final date of a juvenile in a program.

 

PROGRAM LOCATION

 

When programs require tracking by individual physical location of the program, locations may be assigned.  These codes must previously be defined by JJIS staff.

 

PROGRAM RESCHEDULED DATE

 

The new, planned date for a juvenile to attend a program.

 

PROGRAM SCHEDULED DATE

 

The initial planned date of a juvenile’s attendance in a program. If this date is not known, an agency may enter the current date and use the rescheduled date to indicate the actual planned date.

 

RELATIONSHIP

 

The relationship between a juvenile and other individuals in the JJIS.  These individuals include parents, relatives, and other juvenile offenders.

 

RMS

 

A police department’s computerized Records Management System.

SEARCH NAME

 

This is a name used when initiating a search in the JJIS.  Typically this name will be formatted as: Last-Name, First-name middle-name/Initials.  Legal, Unverified, or Alias name may be used.  Special characters such as “quotes” should not be used (numbers are allowable).

 

SMAT

 

An acronym for Scars, Marks, and Tattoos.  These codes were first defined by the FBI, but the JJIS has expanded these codes to include other quasi-physical descriptors; such as – Twin, Triplet, etc.

 

SPECIAL INFO FLAG

 

An  indicator of a variety of special situations regarding a juvenile including:  Letters of Apprehension, Serious Juvenile Offender, Suicide Risk, and Waived for adult prosecution.

 

STATUS OFFENSE

 

Any offense chargeable only because the individual has not reached the age of majority.

 

TELESIS

 

The computer based case management system of the Prosecuting Attorney/City & County of Honolulu.  This system has been replaced by HOKU.

 

TOTAL ARRESTS

 

This term is no longer used in the JJIS and has been removed from all screens.

 

TOTAL OFFENSES

 

Number of times a statute was allegedly violated by a juvenile.  As different agencies provide additional offense information for an individual incident this will not increase the Total Offenses regardless of whether the charge is modified.

 

UNVERIFIED NAME

 

Any  name  entered  or  sent via interface into the JJIS which is not specifically identified as an alias and which was not entered and verified by the Family Court into JUSTIS is called an Unverified Name in the JJIS.  All non-alias names from any agency except the Family Court are treated as an Unverified Name.

 

USER ID

 

An identifying code which tells the JJIS who an individual is and what department/agency the individual works for. All updates to the JJIS use this code to keep an audit of individuals modifying the database.
