Oahu Parole and Probation Population Maps 2012
September 23, 2013: This mapping project was completed as a partnership between the Hawaii Department of the Attorney General, the Hawaii State Judiciary, the Hawaii Paroling Authority, and the University of Hawaii at Manoā’s Department of Urban and Regional Planning. The project was funded through a grant from the U.S. Bureau of Justice Statistics, and represents one step in the process of identifying ongoing uses of geographic information systems (GIS) technology for justice administration and research purposes.
Presented below are 231 electronic maps depicting parolee and high-risk felony probationer residence locations across the State of Hawaii’s First Judicial Circuit (i.e., the island of Oahu), and an accompanying text report. The maps and report were created by the university research team, using GIS software and existing electronic data managed by the Hawaii Paroling Authority and the Hawaii State Judiciary.
This project was requested by Hawaii’s Interagency Council on Intermediate Sanctions, which is comprised of representative heads and administrators from criminal justice agencies that manage Hawaii’s adult criminal offender population, including the Hawaii State Judiciary, Department of Public Safety, Hawaii Paroling Authority, Department of Health, and Department of the Attorney General. ICIS seeks to significantly reduce criminal recidivism in Hawaii through the collaborative application of evidence-based policies and practices. The mapping project is intended to inform ICIS about the geographic distribution of their client populations.

How to View and Print the Map Files: For maximum flexibility of use, the maps are saved in Adobe Acrobat’s PDF format. The maps have been saved at the resolution of 300 dpi at the standard size of 17 x 22 inches, which can be printed on standard 8.5 x 11 inch paper or other paper of equal ratio (set print setting to “fit in page”). When viewing the files on a monitor, the clarity will be maintained at least up to 800 percent of the original size, depending on the quality of the monitor. When zooming in, map details will be clearly enlarged, though additional details will not be revealed. The maps are fixed graphics and cannot be edited.
The map files are organized into two major sections — one for the parole population and one for the probation population. Within each of these major sections are several subcategories of specific map types.
